After enumerating instances of disregard by the Government for the “Rule of Law,” and also of a rapidlyi growing tendency to substitute “Government by Ministerial decree” for "Government by legislative deliberation and normal constitutional methods,” he will speak about a petition now in circulation, praying the Government to appoint and to constitute a Royal Commission to consider existing law-making methods, and to make iccommendations to Parliament as to the best means for dealing with the dangers which their investigations may disclose. Mr Algie's address will be full of interest and information. No tickets will be issued, and no scats ’will be reserved. G 3
