Britain Disappoints Axis Powers
i (Received 1.30 p.m.) LONDON, July 23. The Tokio correspondent of “The Times” states that the formula agreed to by Britain and Japan, following the negotiations between Sir Robert Craigie, British Ambassador, ,and Mr Arita, Japanese Foreign Minister, contains two declarations of British policy. The first is recognition of the Japanese army’s rights to protect its interest in occupied areas. The second is to give no encouragement to activities embarrassing the army’s action. The correspondent adds that Britain undertook to advise agents in China of these. The formula places British neutrality on the same basis as American and other powers. Neutral diplomatic opinion regards the settlement as more moderate than at first appeared possible. The tone of the Axis Powers is that of sharp disappointment. Already militants are sounding a warning that Britain will drive a wedge • between Japan and the Axis Powers.
