Another Turn In U.S. Neutrality Legislation

The Senate Foreign Relations Committee voted, 12 to 11, to postpone until next session of Congress consideration of the neutrality legislation. The postponement would be a serious blow to the Administration’s hopes to obtain a measure without an arms embargo. It is believed, however,, ythat the Democrat leader, Senator • Barkley, may seek to take the issue to the .floor cf the Senate despite the committee’s action, or the President may - call a special session of Congress immediately after; the adjournment; ■ Meanwhile, Senator Key Pittman, chairman, disclosed that he had placed before the Foreign Relations Committee a joint resolution giving the President power to restrict foreign commerce with any member of-the Nine-Power Fact which discriminated
against American nations. This is aimed specifically at stopping exports of war materials to Japan.
