WASHINGTON, July 7.

The Judiciary Committee has reported to the Senate on two similar amendments to the Constitution to provide for national referenda before a declaration of war. The committee voted against both proposals by 9 votes to 5 and 9 votes to 6 respectively, but decided, in view of the importance of the matter, to report to the Senate. The Administration is strongly against the proposals, on the ground that they would place Congress in a straight jacket. Accessory to Aggression. Mr Schwellenbach alleged that the existing Neutrality Act, by permitting Japan to prosecute war, made the United States an accessory to international aggression. “Japan is co-operating with Italy and Germany,” he said, ‘and no decisive steps could be taken by a nation desiring to prevent war in Europe than of preventing Japan from rendering indirect assistance.”
