Estonia Does No-t Want Guarantee

An Independent Cable Service message says ilia! M. Karl Seller, Foreign Minister of Estonia, told the “Daily Express" that Estonia did not want any Soviet guarantee. He believed Latvia and Lithuania wore also opposed to being included in a pact.

Ho added: “Estonia feels that a neutral country cannot sign such an agreement as soon as any great Power, without any invitation from us, tries to appear in the role of protector against aggression. Wo would consider that Power acting itself as an aggressor."

He indicated that Estonia was prepared to accept help from Britain and France, but only in the event of danger.

Fending the Soviet formal reply to the Anglo-French proposals, M. Molotoffs speeech is being careflly studied by appropriate departments in London, says a British Official Wireless message. It is felt in London that the differences are of form rather than of substance, but obviously the outstanding points will have to be the subject of further negotiation before an agreement can be said to have been reached.
