(Received 2.0 p.m.) TORONTO, January 27. Sir Gerald Campbell, British High Commissioner to Canada, addressing the Service Club, declared the world was about to throw another fit. He urged that every opportunity bo taken to impress the dictators that the democracies will stand together and are daily growing more united. He urged less criticism of our Governments, who are striving to do the utmost to avert hostilities.
