(Received 10 a.m.) WASHINGTON, January 27. Admiral A. J. Hepburn, giving evidence before a Congress committee regarding Guam, said the conversion of Guam into an advanced fleet base, as well as a submarine and air depot, would settle the whole question of the American position in the Pacific. One question asked whether, if Guam were so equipped, it would not be of greater value to Singapore and Australia than in the defence of the United States, Pointing out that Guam is 2600 miles from Singapore and 1300 from Australia, but 3800 from Hawaii, Admiral Hepburn said he thought otherwise.
