NEW YORK, September 28.

The State Department today cabled all American consuls to amend certificates for west-bound liners to enable them to' cary an increased number of passengers. The maritime Commission has prepared marine mobilisation plans to evacuate 115,000 Americans in Europe if war breaks out.

The chairman of the corfnfiission, Rear-Admiral 1 El S. Land, said that virtually every ship flying the Ameri- ' can. flag could be requisitioned. He atfcled that the first and second classes of 115 laid up ships could’be returned to service at a reasonably low cos* with considerable rapidity
