(Received 11.30 a.m. LONDON, August 8. Fourteen high officials of the Agricultural Commission at Azerbaijan are on trial at Baku, charged with plotting to restore capitalism by various methods, including the murder of the Soviet leaders, says the Moscow correspondent of the “Daily Telegraph.” In order to help thousands of loyal Communists who were unjustly treated in last year’s clean up, the Communist Party has secured the review of 85,000 appeals, resulting in 46.000 exonerations and reinstatements, while 751000 of the 100,000 appeals lodged in 1938- are being considered.
