Refusal to Open Yangtse

SHANGHAI, June 10.
It is authoritatively stated that the negotiations between Japan and Britain for the reopening of the Yangtse River to shipping have reached a deadlock. The Japanese have refused to open the river.
The Japanese refusal is ostensibly based on the plea of military necessity, but the real reason, it is suspected, is the Japanese desire to exclude foreigners, chiefly British, from traffic, now monopolised by the Japanese, which is mainly the carriage of military supplies. The British admiral is seeking fresh instruction from Whitehall.
