Spotlight 0n... Sir F. Frazer
The Hon. Francis Vernon Frazer, chairman of the Board of Inquiry set up by the Minister of Railways to investigate the circumstances of the railway disaster at Ratana, has had unequalled experience in New Zealand as chairman of investigating hoards and commissions. Born in Dunedin in 1880, he was educated at Nelson College, and later at the Dunedin and Canterbury University Colleges. He was admitted to the Bar in 1906, and practised as a solicitor in the South between 1907 and 1911. In the latter year he was appointed a Stipendiary Magistrate, Among his principal roles, he has been chairman of the Public Service Board of Appeal, in 1918, Assistant-Public Service Commissioner, 1920, Arbitration Court Judge, 1921 to 1935, Temporary Supreme Court Judge, 192829, chairman of the Transport Board of Appeal 1932-34, and chairman of the Royal Commission of Inquiry into the Dairy Industry, 1934. Sir Francis was Knighted in 1935. He has been deputy-chair-man of the Commission of Agriculture since 1935.
