Spender says: “Looking out on the world today it is extremely doubtful whether there could be any war in Europe in which a first-class Power was involved which would not develop into a world war. I believe that every year in which the peace is kept increases the chance of permanent peace. If all secrets could be revealed we should find it as strong in Germany, in Russia, and even in Italy, as in France or in Britain. It is thoroughly well justified, and the hope for the world is that it will lead to a corresponding sobriety of statesmanship. This may not for the moment seem very effective, but it is a real contribution to peace.”
