Looting, Dynamiting Terror At Tsingtao

SHANGHAI, January 1. PANIC REIGNS AT TSINGTAO AS THE RESULT OF LOOTING AND A DYNAMITING. THE FOREIGN VIGILANTE ARE UNABLE TO CONTROL THE MOB 1 AND THE MAYOR AND POLICE OFFICIALS HAVE ABANDONED THEIR POSTS.
Encouraged oy the success of guerilla warfare in the Shansi Province, the Chinese are preparing a triple counter-offensive toward Taiyuan.
A fleet of small Russian submarines brought, overland from Russia in parts and assembled in China, has appeared on the Yangtse River westward of Nanking. According to the Chinese press, 12 Russian amphibian tanks have also arrived.
Hand Grenades Thrown at Japs. <S Han .i grenades were thrown from a Chinese building at 70 sight-seeing Japanese soldiers, who were walking across the International Settlement south of the Soochow Creek. They injured one Japanese officer, three soldiers and three Chinese police. As a sequel to the grenade throwing, the municipality has invested the [’police with emergency powers, includ-
ing refusal of the settlement’s sanctuary to perpetrators of outrages, who are liable to be expelled or handed over to the troops attacked. The Council is also offering a reward of £2215 for information regarding terrorists and is authorising a search for arms. Those giving information will be substantially rewarded.
