The Tokio correspondent of the “New York Times” says acceptance of Japan’s reply was received in Tokio with unconcealed relief and satisfaction. The spokesman expressed profound gratitude for America’s attitude.

It is understood that the State Department considers the punishment of those officially concerned the .best guarantee that can be offered. Japanese Military Launch Bombed
Three hand grenades were thrown into a Japanese military launch in Soochow Creek. One exploded and superficially wounded a Japanese soldier. The new Soviet Ambassador to China, Mr Ivan Lugonets Orelsky, aged 38, will present his credentials at Chunking, the new Chinese capital, on January 1. Commenting on the United States’ reply, Count Yamamoto, on behalf of the navy, has issued a statement appealing for co-operation of the nation in the navy’s efforts to dispel misunderstanding and misgiving arising from the Panay incident.
