The amount of the fee is to be prescribed by Order-in-Couno.il and the fee will be regarded as an essential part of the registration fee. Approved remedies and printed instructions for their use will also be prescribed by Order-in-Couucil, and arrangements are to be made by the Minister of Internal Affairs to supply the quantities of remedies to local authorities. When the Bill was introduced, the Minister of Health, the Hon. P. Fraser, said the measure had been initiated by the Health Department, but would be administered by the Internal Affairs Department. The necessity for some such action recently had been stressed by leading medical authorities and other prominent persons. The Bill was read the first time.

Mr. I-orson's motion should not proceed. In reply to a request by Mr. Fraser, he also ruled that the scope of the debate on the motion must be limited to Auckland and not cover the entire position on the waterfront throughout the whole of the Dominion.
