PREVENTION OF.DEPRESSION. Steps, to counteract another depression at the end of the arms boom were discussed by Mr Leonard Lyle, of London, in his presidential address to the annual conference of the National Chamber of Trade. “While industry is being turned to the production 'of instruments of defence on a scale without parallel in times of peace—which is already competing with normal productivity and business in a degree which is accelerating -—what steps , are being taken,”: he asked, “to .obviate unhealthy and artificial boom conditions and the possible loss of our normal home and oversea markets on which bur real prosperity depends? The general welfare of the country demands an immediate proportioning of effort and sane planning to safeguard against the dangerous possibilities. We have to ask whether the time has arrived when public authorities and others who contemplate capital expenditure should, where found practicable, be advised to hold back plans till signs of slackness appear. Some investigation should be pet up forthwith,” he added, “to decide on means for stabilising our prosperity and preventing our recovery from running to unhealthy speculation.” ,
