(b) The Incorporation and Powers of , an Airport Board in connection therewith. (c) Conferring of Powers on the Whangarei Borough Council, the Whangarei County Council, and on the Town Boards of Hikurangi, Kamo, and Onerahi. (d) Regulating the Rights, Powers ! and Privileges of the said Councils and Boards. (e) Conferring power on Borough Council to raise Special Loans. (f) Conferring power on Borough Council to make advances for expenses of Board. (g) Conferring power on Borough Council to pay out of General Fund and make grants to Board. (h) Enacting the Powers and Duties of the Board. The above ( Bill will be introduced into Parliament by or on behalf of the Whangarei Borough Council, the Whangarei County Council and the Combined Town Districts of Hikurangi, Kamo, and Onerahi.
