TRANSPORT AUTHORITY AT KAIKOHE

“1 have very definite evidence that there is a real necessity for additional licenses” said the No. 1 Licensing Authority, Mr E. J. Phelan, at Kaikohe.on Saturday. He said, however, that any new licenses applied for would be subjected to comment from the Bay of Islands Carriers’ Association. In almost every case before granting a license Mr Phelan asked the applicant if he would be prepared to join the carriers’ association and also abide by a majority vote of the association. He stated that, in the past, many operators had thought that when they had forwarded an application to the transport board they were entitled to start their services, although the application. had not been heard by the authority, v v , “That was a’ privilege granted in. the past owing to the shuffle up in the administration,” he said t Addressing Mr C. D. Treadgold,- Bay co'urity inspector, Mr : Phelan said: “I want you to have no compunction in. bringing up with a round turn, any carriers who do not have a license."
The Decisions. “ The following goods services were renewed:— > E. S., Ainsworth,' Kerikeri;. I M, J. Nelson, Okaihau; A. J. Rowsell, Okaihau; 'P. G. Penney, Okaihau; G. S. Penney, Kaikohe; McFarlane and Hudspith, Qhaeawai; B. R. Bainbridge, Kaikohe; W. H. Yorke, Kaikohe; T. A. Ogle, i Okaihau; A: E/ Joyce, Kaikohe; A ; W. J. Mclnerney,, Okaihau; Kaikohe Dairy Co., Ltd.; H. G. Templeton; Okaihau; E, Morfette, Kaikohe;' X.. G. Smith and Co., Kaikohe; Mcßae Brpsl, Okaihau; J. D. Shapland, Okaihau; M. F. Russ, Kaikohe; W. M. Wilkinson, Kaikohe. In a number of instances where thb applicants were storekeepers or engaged in other businesses, Mr ■Phelan reduced the weigh! which they are entitled to carry. In these, cases, he said, it was realised that the applicants concerned were performing a public service in delivering certain goods with their own deliveries, but they could not be allowed to encroach 1 bn the business of legitimate carriers. All his decision? were influenced from the point pf view of public utility.
New Licenses. New licenses granted were as follows:—E, D. s Taylor, Kawakawa; Bott Bros., Paihia, route license between their stores at Paihia and Taheke; F. Zivkovich, Kerikeri, license to undertake Public Works and local -body Work in the Bay of Islands County. The applicant also applied for a license to carry specified goods. This was opposed by Mr A. McFarlane representing the Bay of Island’s Carriers’ Association and Mr E! Si Ainsworth, Kerikeri, who said that there were already 18 trucks which were operating under the license applied, for, in the same district.
J. W. Cooper, Kawakawa, was granted a license to cart timber only. J. Hepi, Kawakawa, was licensed to cart, cream and the right to back-load to suppliers only. J. Kosovich, Kaikohe, licensed to undertake Public v Works and local body work in the Bay of Islafide and Hokignga counties; F. T. Goodhue, Kaikohe, two metal carrying authorities; D. H. Baker, Okaihau, right to carry sawn timber and logs in the Hokfianga county; H. Cross, Opua, road material and equipment for the Public Works Department and local bodies; W. H. Morgan, Kaikohe, one authority to cart cream and backloading to supplier’s on routes in the Bay of Islands and Hobson counties; T. Buselich, Okaihau, license to undertake Public Works and local body contracts.
Other licenses were granted to S. and B. Cherrington, Tuhipa; E. M. Henwood, Kaikohe; Steadman Bros., Pakapu. Passenger Services. H. R. Huime was granted a license jto conduct a passenger service between Horeke and Okaihau. K. H. Pearson, Ohaeawai, had amended a license for the Te Ahu Ahu-Waimate North-Ohaeawai roads. Provision is now made to charge fares to the Ohaeawai picture theatre if the picture proprietors do not provide a subsidy. . H. A. Burling had his service timetable amended on the Waipapa-Kawa-kawa-Moerewa route. I In a number of instances, applicants who were applying for licenses to undertake Public Works and local body carting, applied for goods services. These were opposed by the carriers’ association, on the grounds that the districts ih which the applicants wished to operate were sufficiently well catered for by bone fide carriers, Mr Phelan upheld the association.
