FOR BETTER OPERATION OF LEAGUE
(Received 1.30 p.m,) GENEVA, December 17.
The League Assembly’s Committee of 28 concluded its examination of proposals of the various Governments for better application of the Covenant and appointed 11 rapporteurs to investigate the suggestions and produce reports for discussion at the plenary sessions. Chile proposed that non-mem-ber States should be consulted on the reform of the Covenant, with the view to inducing them to join the League. The committee sympathised with the proposal, but considered the League must set its own house in order before inviting others to join.'
