NEUTRALITY BREACHES CAUSE ANXIETY
(Received 2 p.m.) . RUGBY, November 27. In the debate in the House of Lords on the situation in Spain, Viscount Cecil said that there could be no doubt that extensive assistance had been given by outside countries to. both sides in the dispute. The danger of some ' incidents made him feel ex-, tremely anxious. The Earl of Plymouth said the Government was collaborating in every possible effort to make the „ work of the Non-Intervention Committee more effective. A scheme of , control and supervision had been agreed to in principle by the committee, but, as the scheme was not yet quite complete, no approach had been made to the parties in Spain.
