: - (Received 1 p.m.) PARIS, November 27. Employers refused to negotiate with trade unipns unless guaranteed strict observance. The unions retorted with a threat of a huge strike. M. Blum promptly announced the Emergency Arbitration Bill, and will also recommend a wages increase to offset the higher cost of living. There are fears that his policy will jeopardise the Gbvernftient’s position in the Senate. • '
