BLOW TO CANADIAN GOVERNMENT

9 (Received 10 a.m.) OTTAWA, June 11. The Canadian Government was dealt a heavy blow today by the hostile Conservative majority in the Senate, when it rejected a Bill proposing to amend the British North America Act, which is the virtual constitution of the Dominion. The Government proposed, through amendments, to give the provinces the right to impose taxes directly, in order to meet debts and to supply money (or relief. It was also proposed to set up a Dominion Loans Council, under which all provincial loans would be controlled. Mr Arthur Meighen, the Conservative Leader in the Senate, insisted (hat direct taxation for the provinces would wreck the confereration.
