BRITISH LABOUR REBUFFS COMMUNISTS
AFFILIATION REQUEST REFUSED' [United Press Association.-By Electric Telegraph. — Copyright,! (Received' i p.m.) LONDON, January'3o. Again the Labour party has refused the Communists affiliation.
The secretary, Mr J. S. Middleton, writing to the Communist leader, Mr Harry Pollitt, remarked that "no circumstances have arisen to justify a departure from the decision taken in 1922 at Edinburgh, which refused affiliation by 3,860,000 to 261,000 votes. "It was then the opinion that Labour's democratic policy was irreconcilable with' the Communist policy of dictatorship. True Fascism had conquered various European States but the executive was of opinion that the victories of tb'.„- Fascist dictatorships were, in part, facilitated by preceding campaigns for Communist dictatorship, which effectively split the working class ' movement, rendering possible their overthrow.
"The executive cannot fail to note the proclaimed fact that affiliation is not sought to promote Labour's programme, but, en the contrary, to utilise party facilities to displace its essential democrat-socialist character for a programme based on Communist principles.
