President Roosevelt has received another blow in the face at the hands of the Houses of Legislature in the United States, which have again decided, in spite of his protests, that the War Veterans shall have the right to discount for cash the war bonus certificates ivhich mature in 1945. This is a subject around which heated controversy has waged for years, and it lias done more than anything else to shake the position of the President. There is irony in this, for Mr Roosevelt gives place to none in his admiration of those who fought the Republic’s battles. Our cables yesterday reported that the; Senate over-rode the President’s veto of the Veterans’ Bonus Bill by 71 to 19. The measure thus becomes law. This will create great interest in. the United States. The face value, of the bonus eerificates is 3,500,000,000 dollars, and, though it is not anticipated that the whole of this huge sum will be cashed, it is certain that sufficient will be presented to affect very seriously the United States exchequer, which, as a result of the world depression and other causes, was reduced to comparative poverty, and is only now being built up. It was to obviate further embarrassment of the Administration, and at the same time to save many soldiers from themselves, that the President raised such strenuous opposition to the proposed legislation. However, there is no doubt a good deal of truth in the contention that the veterans in the United States have a great pull over' individual legislators, for their claim has the assistance of sentiment, which often overrides reason. This latest defeat, coming so soon after the decision of the Supreme Court that the Agricultural Adjustment Administration taxation is unconstitutional, thereby driving a wedge into the New Deal legislation introduced by Mr Roosevelt, cannot be regarded as other than a serious blow to the President.
