FRENCH FLEETS CRUISE (Received 10 a.m.) LONDON, January 7. The “Daily Telegraph’s” naval contributor says the fleet’s cruise is France’s contribution towards the precautionary measures being taken in connection with the . political situation in the Mediterranean. It will never be far from. Gibraltar, and, in any .emergency, could reach the Eastern Mediterranean in three or four days. The fleet will consist of the battleships Provence and Bretagne, the aircraft carrier Bearn, three cruisers, seven flotilla leaders, six destroyers' and a flotilla of submarines. Another significant French action is the construction of a new naval base at Mersel Kebir, near Oran, Algeria, designed to afford warships greater protection against air attacks than the Bizerta naval station, which is within easy aircraft range of Southern Europe. .
