NEUTRALITY RULES
FOR ITALIAN SHIPS LENGTH OF STAY IN BRITISH PORTS. CONFINED TO 24 HOURS. [British Official Wireless.l (Received 1 p.m.) RUGBY, October 22. In accordance with the provisions governing neutrality rules, as laid down in the Hague Convention of 1907, belligerent warships or merchant vessels concerned in, carrying war materials or provisions for belligerent forces will not be allowed to remain at ports in British colonies or the Anglo-Egyptian Sudan longer than 24 hours. This means that they will be limited in the amount of fuel and supplies they can take aboard in any such port, this limit being sufficient only to enable them to reach a port in another territory It is recognised in Rome, where Signor Suvich, Italian Undersecretary, has been informed of this decision, that it in no way constitutes anything in the nature of a sanction against Italy, and amounts merely to an automatic application by Britain of her treaty obligations. These laws apply to both belligerents, but, as Abyssinia has no merchant service, Italy alone will be affected by the decision. The restrictions will not. apply to Italian merchant vessels which are not engaged in carrying war materials or provisions. •
