WAR DECLARATION REPORT M. LAVAL’S POLICY AVOIDING “COMMON FRONT." [United Press Association.-By Electric Telegraph—Copyright.! (Received 9 a.m.) LONDON, September 3. A STARTLING Report was spread in Paris yesterday to ,the effect that Signor Mussolini may declare war on Abyssinia without delay and confront the League Council with an accomplished fact. There is not the slightest confirmation of the report, though the fear is known to be shared in official quarters. In the meantime significant sidelights are thrown on the conversations between Mr Anthony Eden and M. Laval in Paris by correspondents, several of whom emphasise France’s anxiety lest failure to enforce sanctions now might lead to non-enforce-ment of them on future occasions when she herself might invoke them. The Paris correspondent of the <‘News Chronicle” says Mr Eden brought a report which he expected M, Laval to adopt as an AngloFrench document for presentation to the League Council. The correspondent says he learns, however, that IVL Laval has no intention of appearing to create a common Franco-British front against Italy. He takes the view that Mr Eden should present his report, which then woi£d be open for French and Italian comment. v GENEVA CRUX TODAY ITALIAN DELEGATION. It is understqod that the Conciliation Commission has. decided that the Abyssinians were the aggressors at Walwal, and must give moral satisfaction to Italy. Compensation, depends upon the decision whether Walwal is in Abyssinian or Italian territory, TROOPSHIP FIRED (Received 10 a.m.) COPENHAGEN, September 3. The liner United , States, which recently was sold to Italy as a troop transport, and which was due to depart in a few days, was discovered to be on fire today. The fire is believed to be the work of an incendiary with political motives. (Received 10 a.m.) LONDON, September 3. : Sir Percival Phillips, the Addis Ababa correspondent of the “Daily Telegraph,” says the German and Swedish Legations are having constructed bomb-proof shelters to accommodate 150 people. Adequate plans have been made to protect the British Legation. The Abyssinian headquarters staffs on both fronts have'been issued withj short-wave wireless sets with which to communicate to Addis Ababa, thus supplementing thfe traditional communication by means of beacons and drums. VOLUNTEER'FOR SERVICE LONDON ITALIANS. (Received 10 a.m.) LONDON, September 3. Five hundred men and women, at a meeting at the Italian Club, London, greeted with cheers the names of London Italians who have volunteered for service in East Africa and who have left or are leaving this week. A free fight broke out at a Fascist meeting held at Liverpool to protest against intervention in Abyssinia. The majority of the audience of 1000 then left, after which there was another fight and four people were injured, including William Spencer, a Fascist, who was knocked senseless.
