MANDATE RIGHTS
JAPAN’S POSITION. WHERE DOES 'SHE STAND? QUESTION FOR LEAGUE. (Received 10.30 a.m.3 GENEVA, August 14. The Belgium member of the Mandates Commission, M. Orts, suggested that Japan, on account of * leaving the League, had lost the right of equality with other countries in respect -of imports in mandated territories, according to the report, of the June session of the Mandates Commission published today. M. Orts asked whether Japan had continued to enjoy economic equality in respect of- her exports to Palestine. Dissatisfied when answered in the affirmative, M. Orts’ contention that Japan had lost her rights will probably be raised later in respect of Germany. As, when the question was -raised, the British spokesman had twice replied by referring to the commercial treaty between Britain and Japan preventing Palestine resisting Japanese, dumping, despite Japan having lost her right, commissioners reported that the treaty did not prevent applying quotas to Japanese goods, in British colonies, especially in West Africa. It was stated, that apparently such measures could be taken in Palestine. The French admitted a similar pbsi- . tion in Syria. •
