DAIRYING LEGISLATION

MR GROUNDS AT PAPAROA. In the Jubilee Hall on Saturday evening Mr Grounds delivered an address dealing with the present position under the new dairy legislation, and the disabilities the people of New Zealand are suffering under the ruling economic system. Mr Grounds is visiting various electorate centres, making contact with the people, but his election campaign proper has not yet commenced. Mr A.' Maconaughy presided. Mr Grounds said he was glad of the opportunity of discussing important matters of the hour quietly with the people, before the heat of the political campaign. He then proceeded to give a survey of' the salient features of the present political position as affecting the farming industry and the general economic position, his remarks being on the lines of his address at a previous meeting of dairy industry suppliers. Mr Grounds outlined the report of the Dairy Commission set up to enquire into the position of that industry, whose decisions he maintained had been prejudiced. Their findings had been implemented, by the passing of three Acts in “watertight compartments.” The Mortgage Corporation Act, the 'Emergency Powers Act, and the Mortgagors’ Final Adjustment Act had been forced through Parliament, in spite of the protests of members that they were unable to know how the provisions of the Bill, which would follow, might affect the one they were then voting on. He maintained that these Acts contained a reactionary, usurpation of powers, with' final Government control and powers of veto.
