PRODUCING A CRISIS
EMPIRE BIRTH RATE. (Received 10 a.m.) LONDON, August 10. The Conservative member of the House of Commons for Kirkdale, Liverpool, Mr R. Rankin, in a letter to “The Times” says the Empire's diminishing birth rate is producing a crisis. He contends that the Dominions, in order to convince the critical outside world that they are genuinely filling their empty spaces, would be prudent if they doubled their population about every 35 years,
