PHILIPPINES DEFENCES
AN AMERICAN ORGANISER
(Received 9.30 a.m.) WASHINGTON, July 28. President Roosevelt has disclosed the fact that the Philippines have made overtures to General Douglas J. Mac Arthur, Army Chief of Staff, to organise and train the defence forces of the new Commonwealth. General MacArthur is to retire soon from his present position.
