A message from Windhoek, SouthAvcst Africa states that Avhen Parliament assembled today all the German members Avalkcd out after submitting a memorandum stating that a one-man Government Avas the only solution of the present political deadlock. The Germans ’ action followed the failure of a conference between the United and German parties to roach an agreement to co-operate in the political and economic developments of the mandated tcrritorA'.

The Germans’ resignation did nol hold up the work of the Assembly, but Parliament will bo unable to pass legislation on constitutional matters owing to the fact that a two-thirds majority will never lie available.
