The creation, under the Ministry of Health, of a. National Housing Commission is proposed, with power to raise money to finance house programmes, in particular by issue of national housing stock. Local authorities or public utility societies would own and manage Hie houses. It is recommended, also, that; one of the duties of the commission would be to stimulate the formation of those societies and the creation of a central council to exercise general control over them.
