CHINA AND JAPAN
A brief cable message, recording a decision pregnant with tarren.ehing possibilities, is printed in today’s “Advocate.” It is a message from (.lonova stating that tin 1 China Committee of the League of Nations authorised Dr. Jvajchmaun, technical agent of the League in China, to continue his reconstruction scheme on the lines of his recent report. Dr. Wellington Koo said it was China’s inalienable right to choose assistance wherever she desired. Japan recently declared, though she subsequently endeavoured to minimise the significance of the words of her spokesman, that she would allow no nation to interfere in the affairs of China, especially by advancing loans or giving other fi.naneiaj assistance. Japan assumed the role of overlord of China. Dy what authority did she make this claim? Dy what authority does Dr. Wellington Koo declare China’s right to choose assistance wherever she desires? These arc pertinent inquiries in view of the fact that China does not possess a Government competent to speak for the nation. Who is to decide? That is the question upon which hangs momentous issues in the Far East.
