SOUTH AFRICAN STATUS
CONSTITUTIONAL BILLS. APPEAL EOR WITHDRAWAL. (Received 11 a.m.) CAPETOWN, March 22. The Constitutional Bills, .providing a declaration of the Union status, implementing the Royal seal of the Union, were introduced today. Colonel Stallard appealed for their withdrawal, on the grounds that the declaration, instead of being a bond of unity, might prove an apple of discord. People expected that the Coalition would result in the finish of constitutional troubles, and such legislation should not proceed without consultation with sister dominions. The Minister of Defence, Mr 0. Pirow, read the Govcrnor-GencraUs assent, in so far as His Majesty's interests were concerned. He advised Colonel Stallard to restate his points on the second reading on Wednesday. The country is accepting the Bill as stabilising the position. The chief opposition is now from Natal, whore the Statute of Westminster is regarded as the abandonment of the Britishers ’ birthright.
