The French Government has sent a Note to Britain stating that France is not hostile to further disarmament if her security is not imperilled. It om-
phasiaes that Germany already has rearmed in violation of Hie Treaty of
Versailles
The Note adds that what is wanted is a European organisation to prevent infractions of a. disarmament convention and to suppress all aggression. The British proposal for consultation is interesting,-but insuflicicut. The League of Nations remains the sole organism capable of maintaining peace.
If Germany returns to Genova she should give proof of her good faith. The British plan is not acceptable, inasmuch as It would legalise Germany’s rearmament and limit French armaments.
France accepts the British proposal to abolish military aviation throughout the world, but asserts that if land armament is permitted, naval armament must Inevitably follow.
