PROBABLE COLLAPSE
DALADIER CABINET, ONLY FIVE DAYS IN OFFICE. TWO MINISTERS RESIGN. y STAVISKY AFFAIR RANKLES. United Press Association —By Biectrll Telegraph.—Copyright,) .. | (Received 9.0 a.m.) PARIS, February 4. { Another Cabinet crisis is threatened • in France, following the resignation of two Ministers, M. Pietri (Finance) and M. Fabry (War), and that of M. Doussaint, Under-Secretary of Education. The Government announced to-day the transfer of M. Chiappe from the Prefecture of Police to the ResidencyGeneralship of Morocco. M. Thome, Director of the Surete Generate, has been appointed Administrator of the Comedie Fi’anqaise. Other changes include the elevation pf M. Pressard, who is M. Chautemps’ brother-in-law, from an assistantpublic prosecutorship to a judgeship. All the changes are attributable to the Stavisky affair. The Socialists have demanded the , dismissal of’' M. Chiappe, owing to his handling of; the . Paris riot. , , . .V The Prime Minister, *M. Daladier, I has offered M. Paul-Boncour the Ministry of War, and he has accepted it, M. Palmade has declined the Finance portfolio.., , The Government is so shaken that its resignation is expected. In any case, its defeat in , the Chamber • of Deputies on Tuesday is probable. M. Doumergue already is .in Paris in readiness to accept the Prime Ministership. , . M. Chiappe is reported to have ; refused the Moroccan post. At present he is in bed suffering , from spiatica and unable to visit M. Daladier, ibut successor as Prefect of .Police,; M. Bonnefoy Sibeur, has taken office. During the Stavisky inquiry,- a witness named Pigaglio told-, the magistrate that Stavisky planned’to " escape to Venezuela. ,He expected he would not be sought, as the Government would do everything it could to avoid a.big.scandal. The Conservative press almost en- ; tirely supports M.V Chiappe, though Socialist papers are delighted at his removal, calling him a plotter against the Government. It was later reported. that his refusal to gp to Morocco was duo o his regarding it as. a declaration of lack of confidence.
The London “Sunday . .Graphic” says that M. Chiappe is one; of .the most feared men in France. His enemies say he is aiming at a political dictatorship and is fostering street demonstrations for. his own ends.
