TENTATIVE UNDERSTANDING. OUTCOME OF CONFERENCE, (United Press Association —By Eleorne Telegraph. —Copyright.) (Received 9 a.m.) LONDON, July 20. Wheat consumers and producers held a meeting which lasted all this morning and formulated a tentative understanding. By this the consumers are •to lower tariffs as prices move in the producers’ favour. As the vital questions of quotas and restrictions were not touched, a small i producers and consumers’ sub-commit-tee is to be appointed to affirm general principles, which it is hoped the governments of the consuming countries will implement later. The position continues to be the subject of reservations, and whatever is achieved is not likely to have a farreaching effect, particularly concerning Australia,
