PURCHASE PROPOSITION. (Received Noon.) . TOKIO, April 20. Count Uchida, Foreign Alinister, replying to M. Karakhan’s note regarding a settlement of the Chinese Eastern Railway dispute, says this ■ must bb: settled by direct Manchu-,Soviet negotiations. : The latter must recognise Hnnchuknn’s equal footing in the management of the railway and must ah-' stain from arbitrary actions imperilling peace and order in the Far East. A Foreign Oflice spokeman intimated that Japan does not intend positive action, and suggested' the possibility of a scheme to offset the Russian debt, amounting to upwards of 500,000,000 yen, for the purchase of the Chinese Eastern Railway, . ■ : - ■■ •
