WASHINGTON, December 19.
The President, Mr Hoover, is considering a special message to Congress asking authority to declare embargoes on the shipments of arms to countries where actual or threatened hostilities exist.
Specific reference will not be made to particular countries, 'but the message conies at a time when the Administration is • co-operating . with Mexico, Cuba,., Colombia and Uruguay in efforts' to pacify Paraguay and Bolivia in their undeclared war over territorial claims to the Gran Chaco.
