The campaign in connection .with the municipal elections to be held on Tuesday to fill vacancies in the borough councils of nearly 30(1 cities and towns in England, outside the London County Council area, arc actively proceeding.

Last year the Labour and Socialist candidates lost 200 . scats and about 80 of the. larger boroughs because of their opposition to a reduction in local expenditure. This question is the dominant issue in the present elections. ■

( Local rates have been steadily reduced in the last, five years and the decrease since 1928 exceeds 7 per cent. The average rates have fallen in that period from 12/101 to 11/15.

The amount collected from the whole body of ratepayers in England and Wales in the last/ financial year was £148,000,000,
