UKASE INTENSIFIES CHAOS,
THREE GOVERNMENTS AT ONCE, •'

The Supreme Court’s confirmation of the President’s decree appointing'Herr von Papen as Prussian Commissioner, has created theoretically greater chaos, which may lead to many complications. Whereas the- Reich endeavoured vigorously to abolish ReiehPrussian dualism, the judgment legalises the foundation of three distinct governments, side by side; .' • -■ Herr Braun, President of the Prussian Government, who was dismissed from office by the Hindenburg decree that appointed Herr von Papen, and of which the Leipzig Court, disapproved, presided over a meeting of " ths deposed Cabinet. It was decided that the Cabinet had the right and duty to conduct business within the Leipzig Court’s decisions.
