The Chancellor, Herr von Papen, in the course of a broadcast speech, declared that- Germany would refuse to participate further in the Disarmament Conference till her claim for equality in armaments was conceded.
“Wo have finished with reparations, and the Y r oung Plan is dead, never to be resurrected,” said Herr von Papon, “Never will it bo possible to demand from us more than we agreed upon at Lausanne.”
Finally, the Chancellor asserted that the Government was determined to proceed with its programme of reconstruction. ABSENCE OF GERMANS. GENEVA DISTURBED.

Gorman delegates on the sub-committee of experts of the Disarmament Budgetary Comj mission has created the unfortunate, impression that Germany is' certain to refuse to attend tho disarmament de-i liberations pending a settlement" ‘of her arms equality claim, aud thht will not attend tho steering committee. It is feared that the committee will be compelled' to adjourn until' the difficulty is removed.
It is anticipated that the leading foreign ministers will discuss the situation at the League of Nations Assembly.
