AD.I USTMENT BILL PI U CTTON. PRIVILEGES OF THE COUNCIL. (From Our Parliamentary Special.) W ELLINGTON, Monday. The National- Expenditure -Adjustment Bill, which was passed by the House of Representatives on (Friday, was received by the Legislative Council this afternoon, read a second time pro forma, and referred to the Statutes Revision Committee. It is stated in the lobbies that some disagreement is likely to take place between the House and the Council on the question as to whether the Council has power to amend the measure. The House, it is understood, will take up the attitude that the bill is a "money” bill, and therefore cannot be amended by the Council. On the other hand, certain members of the Councii are said to be likely to insist on their right to amend the measure, at least in certain respects. .Recently the Connell set up a committee of privileges for the express purpose of guarding the privileges of the Council, part icnhirly in reference to conglomerate bills.
