BURMESE ASPIRATION round-table congress. LEGISLATURE COMPOSITION. (British Official Wireless.) (Received 9 a.m.) RUGBY, December 7. In committee in the Burma RoundTable Conference today, rulers of the Shan States advocated their maintenance as a separate entity. After discussion it was decided to postpone any decision and proceed for the present on the assumption that the Shan States did not want representatives in the new Legislature. The committee considered the question of a Second Chamber, There was a unanimous opinion in favour of a Second Chamber, but a majority was agaiust granting equal power with the Lower Chamber in financial matters. It was agreed, however, that the Upper Chamber should be able to check rash legislation. Tomorrow the committee will consider the methods of election "to the Second Chamber and qualifications of voters and candidates. ' Speaking in the House of Commons, Sir Samuel Hoare, Secretary of State for India, stated that the general improvement in the situation iu Burma continued.
