POPERINGHE CEREMONY. (Received 11 a.m.) LONDON, April 6., Ypres messages state that, in the presence of delegates from all parts of the Empire, Lord Wakefield, the wealthy British philanthropist, opened the original Toe H Building at Popcringhe, Belgium, which he purchased and restored to its wartime appearance, including the original chapel. The Rev. P. T. Clayton, accepting the gift on behalf of the Toe H movement, expressed the opinion that far in the future the house would confine to exult and unite the minds of men.
