Important negotiations are nearing finality by which Germany and the United States will sign a separate r.?-

pa rations agreement. The result will be that the United .States will adopt an attitude of benevolent neutrality to the Young Plan, without signing or ratifying it.

The United States will remain aloof fr.om the International Settlement Bank, but will give a debt settlement . to Germany similar to those of Britain and the Allies, on the same footing.
