“The next war will come like a thief in the night. It anight easily be fought and won in three weeks, probably without an ultimatum. Consider the effect on the Dominions. Will any British Government dare define what constitutes “ flagrant violestion, ’ ’ involving immediate action without consulting the Dominions. While jurists are trying to make up their minds and Dominion. Parliaments are being summoned, the next war will be fought and won. If .we stop to consult the Dominions we will lose the war; if wo do not consult them, we shall lose the Dominions. ”
