PERSISTENT INCENDIARISM,
(Times Cable.) (Received 0 p.m.) RIGA, November 25. Under the title ‘'Alarming Figures,” the Soviet has published a report on arson incidental to fires in. the countryside since October, 1927. The number is 110,000, largely due to the strife ami vengeance of hooliganism. One village was set on fire 21 times, another 20 and a third 18 times, E light villages were completely Jest roved.
