He did not believe that Italy contemplated an open quarrel with Jugoslavia, nor did ho think that Serbia need fear a combined attack iby Albania and Bulgaria if she were dragged into war with Italy. More than . anything, King Zogu would'like .to see,a "Balkan Locarno" in which states would settle their differences and be able to devote themselves to national development.
